     Chairman Manchin moves to amend the amendment on page five, section seventeen, subdivision (n)(1), line 21, by striking out the word “necessary”;

    And,

    On page five, section seventeen, subdivision (n)(1), line 22, after the word “communication” by inserting a comma and the following clause: “which a reasonable person would consider necessary under the circumstances” and by inserting another comma.
